I'm 90% sure that all these scam travel companies are the same company. They certainly have the same IVR system.
These travel scam companies operate in a kind of grey zone in that they will sometimes actually book you a flight, although it seems very rarely without ripping you off in some fashion. I guess this is enough to be able to bribe the Indian police into accepting that they are a legitimate company.
You can get a good feel for how they operate by looking at some of the feedback about them on the web, although not the fake reviews they manage to pay for on Trustpilot.

Travelation is a SCAM. We used it to book a flight to Frankfurt and paid and everything. They sent us an email saying our seat has been reserved and all is good but the day of the trip (today) they emailed us saying that our ticket has never been issued and our reservation has been cancled. Pretty shady, i know. We called and talk to this overly sarcastic lady (forgot her name) and just had a terrible experience. And obviously was never able to fly becuase our tickets were never issued. Whats interesting though is that our accound was charged by United airlines and not by Travelation. Nonetheless we are getting our money back (hopefully) but dont expect Travelation to help out any. Its a pretty typical bait and switch occurence, i just wish i figured it out sooner.

WARNING - I booked a flight with them. They show all rates prior to airline taxes, surcharges and fees. Oh one of the fees is their $39.00 fee for booking the flight. The flight ended up being the same exact cost if I had booked it at AA. But I was charged the $39.00 on top of the flight cost. So I actually paid $39.00 more than if I booked it through AA. I spoke with them after this insane additional fee and they said they don't have to tell you they are charging you this fee and not the airlines. Stay away!
I work as a customer service agent for United Airlines. and I can tell you "travelation.com" is a SCAM. I have seen customers come to the counter with their entire trip planned. but no ticket is issued, no reservation is made and no record exists at all in the system. but when they call their credit card company a charge DOES exist in the name of the airline. I actually called the phone number listed on their website for a customer at the ticket counter and they blame the airline entirely, when the airline had no part in booking the reservation or issuing the ticket. The person on the phone was defensive, nasty and offered no help, no alternatives, options and was completely unwilling to work with me or the customer to find a solution. They denied they had had ever even charged the credit card, when Visa very clearly showed a charge, and then they again blamed the airline. STAY AWAY FROM TRAVELATION AT ALL COSTS !!!
Some of these from SiteJabber are really sad.
They scammed me out of over $1200 they did not cancel flight ticket as requested so we could rebook then tried to charge us half again to rebook after the fact. This caused me to cancel my wedding plans because they took all the money to get my fiance to our home
Do yourself a favor, do not buy anything through this company! I bought tickets for Cayman Airways. Unfortunately, the Cayman government couldn't process my Service Dog certifications in a timely manner. I am a US combat veteran with PTSD, and I cannot travel without my Service animal. Upon purchasing the tickets, it was clear that as long as we canceled within 48 hours of departure, a full refund was due. Cayman Airways even said that the tickets were refundable, but I had to go through Travelation. They said emphatically, NO REFUND! Okay, well, we will see what the Americans with Disabilities Act attorneys have to say.
DO NOT EVEN CONSIDER DOING BUSINESS WITH THESE THIEVES!
