Somebody's made a clone of Kitboga's original fake bank which you can download from here:

You'll also need to set up a web server like Apache on your computer to run it on. Assuming you're using a VM for scambaiting, you'll also need to edit the etc/hosts file on the VM to make the URL for the fake bank point to 10.0.2.2 which should be the IP address that the VM can see the host computer on.
